President Donald Trump has pledged to issue $5,000 "dividend checks" to every adult American if Republicans maintain control of Congress in the upcoming November midterm elections. Speaking at the Republican National Committee's first midterm convention in Dallas on Wednesday (September 9), Trump announced the proposal, which he dubbed the "Trump Dividend," but did not specify how it would be funded.
The proposed payout, estimated to cost over $1 trillion, has raised questions about its feasibility, especially considering the U.S. national deficit is nearing $1.8 trillion for the fiscal year-to-date. The country has already spent more than $6 trillion between October and July, and borrowing costs have risen sharply due to concerns about inflation and the national debt, which stands at 122.6% of GDP.
Trump's proposal may face legal challenges, as offering payments to influence voting is a criminal offense under U.S. federal law. However, New Mexico-based attorney John Day noted that since the payment would go to everyone, regardless of voting behavior, it could be considered a campaign promise rather than a direct inducement.
Vice President JD Vance suggested that the payments might not go to wealthy Americans and could be funded by tariff revenues, although the proposed sum far exceeds current tariff revenues. The White House has not responded to requests for clarification on the plan's legality or funding.
This promise is reminiscent of previous proposals by Trump, such as the $5,000 "DOGE dividend" and a $2,000 "tariff rebate," neither of which materialized. The proposal comes as Republicans face challenges in retaining their narrow House majority and amid widespread opposition to the ongoing war in Iran.
